Biography
Moroccan National, Hicham is an expert in Sports Development and Football Management. After graduating from the FIFA Master in Sports Humanities, Management and Law in 2004, he joined the Asian Football Confederation (AFC) in Kuala Lumpur, Malaysia, dealing with marketing and sponsorship matters for over 4 years.
He was then hired by the Confederation of African Football in Cairo, Egypt, as Deputy Secretary General in 2009 before becoming its Secretary General from 2010 to 2017. He was in charge of the administration, the management of CAF’s commercial obligations, while overseeing all CAF competitions, General Assemblies and relationship management with FIFA and Confederations. Hicham managed to substantially improve CAF’s financial position, with CAF Cash Balances increasing from 39.59 million USD in 2010 to more than 140 million USD for 2017.
During his tenure, Hicham managed successfully the delivery of back to back editions of the Africa Cup of Nations in 2012 and 2013, and he organized the Africa Cup of Nations in 2015 in a record 45 days in Equatorial Guinea following a change of hosts. He was awarded by Leaders in Sport in London the same year the U40 Sports Leader of the Year prize, following the vote of a large panel of worldwide experts and the recommendation and endorsement of current FIFA President Gianni Infantino. The year before in 2014 Hicham was designated by FIFA as the Match Commissioner of the FIFA World Cup final in Maracana Stadium, Rio de Janeiro, Brazil.
In November 2017 he became the Chief Executive Officer of the Morocco Bid to host the FIFA World Cup 2026. He was in charge of the overall conduct of the Bid, ensuring strict adherence to the FIFA technical requirements while conducting a national and international strategic and communication campaign. Morocco managed despite the odds to qualify to the vote of the FIFA Congress, after the FIFA Task Force deemed the Moroccan Technical Bid eligible.
He is currently the co-founder and managing director of Spark (located in Morocco) and HEA Sports (located in Tunisia), both firms working together with world class experts to deliver solutions in Sports and Event management, Communication, IT and Sports Advocacy.
He will give FBA Candidates unique insights into how to manage the role of football and politics, as well as put the spotlight on Africa with regards to strategic internationalization into new territories.
